A recent event hosted by the Urban Institute featured panel discussions examining the state of affordable housing in the Washington, D.C. metropolitan region. Panelists highlighted the need for accountability, flexibility, and cross-sector collaboration to meet the region’s demand for affordable housing. Currently, none of the region’s constituent jurisdictions produce affordable housing in sufficient quantities to meet demand, though each jurisdiction is taking proactive measures to increase supply. The event coincided with the launch of the fourth iteration of the Housing Indicator Tool, which tracks affordable housing production and preservation across the greater D.C. area and the areas surrounding Richmond, Virginia, and Baltimore, Maryland.

In the Leadership Message, Pam Blumenthal, director of the Priority Projects and Innovation Division of PD&R, introduces herself to PD&R Edge readers and reviews her professional experiences, including previous stints at PD&R and the Urban Institute. Today, one of Blumenthal’s projects includes designing and implementing HUD’s Thriving Communities Technical Assistance program, which supports local governments in coordinating and integrating transportation and housing as they implement historic infrastructure investments.

The 2024 Innovation in Affordable Housing Student Design and Planning Competition: Site Visit to Madison, Wisconsin
Each year, HUD's Innovation in Affordable Housing Student Design and Planning Competition invites multidisciplinary teams of graduate students to respond to an existing affordable housing design and planning issue. For the 2024 competition, PD&R partnered with the city of Madison, Wisconsin, to challenge students to devise innovative solutions to transform Romnes Apartments, a 169-unit public housing building in Madison. The city development authority is considering demolishing the current property to construct new buildings with improved amenities and sustainable features. The four finalist student teams will showcase their finished projects to a live audience and a panel of jurors. The 2024 Final Presentations and Awards will take place on April 18, 2024, from 9:00 am to 2:30 pm at HUD Headquarters in Washington, D.C., and will be streamed virtually.

New Homes for First-Time Buyers Open in Birmingham, Alabama
In 2019, Habitat for Humanity of Greater Birmingham began building new homes in the Wahouma neighborhood of Birmingham, Alabama, providing first-time homeownership opportunities for low- and moderate-income households. As of early 2024, 9 of the 11 new homes were occupied, with the final 2 houses scheduled for completion in late 2024. The project is the result of joint efforts of Habitat for Humanity, the city, and the Birmingham Land Bank Authority, which acquires tax-delinquent properties for blight removal, commercial redevelopment, affordable housing, and other community purposes.

HUD’s Historically Significant Partnership with Korea

On April 1, 2024, HUD hosted a delegation from Korea’s Ministry of Land, Infrastructure, and Transport (MOLIT). HUD has enjoyed a robust relationship with MOLIT since 2014, when the two established a research memorandum of understanding to promote the exchange of information on public housing policy for low-income individuals and families, housing market stabilization policy, and sustainable urban development policies, including transit-oriented development and aging in place. Like the United States, Korea faces rising housing costs and declining housing supply. The country is currently experimenting with floating cities to cope with flooding during monsoon season and rising sea levels, as well as with modular construction to improve the rate of new housing development.
